what does it take to be legal in snore for racing a factory sunroof car???

I would love to be able to open the sunroof sometimes so bolting it closed would be the best option as long as it is legal.

But if I need to weld the entire thing shut to comply then that is what I'll do...



BTW, could I bolt a surfboard to the roof and still be legal????
