is it stock wheels or any steel wheel that bolts right up?
to pass tech for class 11
if its the latter do they have to be 15"?

Any steel wheel but must be stock size (4 x 15) and bolt pattern.

The rules specifically say 4 x 15 so I wouldn't worry too much.
